The PMO Planning Architect will identify, deliver and embed the required changes to ensure the successful delivery of a Programme Planning change project.

The role primarily based within Devonport, will contribute and drive forward the planning changes required within the Warships Support value stream, in order to ensure a defined agreed vision with clearly defined benefits and objectives that contributes to the successful business readiness and overall planning change implementation.

Including the implementation and integration of an effective framework within which Integrated Business Planning and resourcing can be managed for the entirety of our warships portfolio.

Reporting to the Business support lead within the Programme Management Office (PMO) and working closely with the Transformation Programme team as well as senior stakeholders and the wider business, this role will lead the identification of processes, tooling and systems, current planning outputs and frameworks utilised throughout the business that could be integrated within Warships.

The post holder will be expected to drive forward the review and streamlining of current internal processes and influencing across operational teams and business functions within the Warships value stream, in order to drive increased efficiency and effectiveness of support delivery to Royal Navy ships.

Tasks and Responsibilities:
  • Identify and define current planning outputs and frameworks utilised throughout the business, and an end state that aligns both with our contractual obligations, but also with our customer and business requirements.
  • Completion of a Maturity Assessment for the Surface Ships Planning function. 
  • Identify processes, tooling and systems that could be integrated within the wider warships areas in the future e.g. financial systems, streamlining of current internal processes aligning with the wider business data management strategy.
  • Support stakeholder engagement and communication initiatives in order to support the business to be ready to accept the changes including production (where required) and contribution to relevant change management documentation e.g. Business readiness assessments, benefit realisation plans and tracking.    
  • Ensure the interface with the Corporate Planning Team is robust.  
  • Identify, implement and drive forward change management activities in order to ensure data accuracy, the provision of capability to run strategic scenario planning/modelling within Surface Ships. 
  • Ensure the processes that support the Integrated Business Planning Process are governed and adhered with.  
  • Enable and support the handover and transition of capability, processes and tooling in the BAU, positively contributing to the adoption of the changes within the business, including the monitoring and review of change following implementation. 
  • Identify processes, tooling and systems that could be integrated within the wider warships areas in the future e.g. financial systems, streamlining of current internal processes aligning with the wider business data management strategy.
  • Implement frameworks that supports and allows for the correct utilisation of data analysis techniques identify the impact of changes to the overall programme.     
  • Record project progress, comparisons to actuals, relevant assumptions and document any supporting information. 
  • Understand, assist and influence the Warships Demand financial control to understand the programme and demand status. 
  • Attend demand forums and programme reviews as required.
  • Drive forward the project planning initiatives, as appropriate.  
  • Train others in planning techniques and project related activities including the provision of production of training materials as and when required.   
  • Assure and contribute to a robust close out procedures and communication the wider business including a review of Lessons Learned/Celebrating Success.
  •  Working collaboratively within the PMO team and the Warships team, participate in the development of improved management information enabling better informed decision making by the programme and business leads.  

Qualifications / Experience:

  • APMP or QBE
  • Relevant Change Management qualification (e.g. LEAN, APMG, MSP)
  • Knowledge and experience of Transformational Change Programmes 
  • Knowledge and experience of using Six Sigma and LEAN Methodology
  • Knowledge and experience of Programme Management Office / P3O
  • Knowledge and experience of Project, Change and Risk Management
  • Knowledge and experience of Naval support: an understanding of Upkeep and Fleet Time Support Period planning and delivery processes
  • Knowledge and experience of working in partnering and collaborative working environments with customers and other companies
  • Knowledge and experience of controlling classified and sensitive information 
  • Knowledge and experience of managing staff and stakeholders 
  • Good commercial awareness 
  • Excellent communication skills
  • Excellent Microsoft Office and Primavera P6 skills
